Establishes Article 7.1 in the Government Code to address fiscal impacts on cities observing the federal fiscal year (October 1 - September 30) instead of the state fiscal year (July 1 - June 30).

Prohibits the Legislature from transferring, borrowing, or suspending Highway Users Tax Account revenues allocated to federal fiscal year cities during July, August, and September.

Requires any such transfers, borrowing, or suspension of revenues to instead commence on October 1 and be completed by June 30 of the same state fiscal year.

Applies exclusively to revenues from the Highway Users Tax Account required to be apportioned to cities and counties under the Streets and Highways Code.
