Expands prohibition on bringing loaded firearms into the State Capitol, legislative offices, constitutional officers' offices, and committee hearing rooms to include all grounds bounded by 10th, L, 15th, and N Streets in Sacramento; punishable by up to one year in county jail, $1,000 fine, or state prison.

Makes possession of specified weapons (firearms, deadly weapons, knives over 4 inches, tear gas, stun guns, BB/pellet guns, ammunition, explosives) a misdemeanor punishable by up to one year jail or $1,000 fine if area is posted with notice, in the State Capitol and related buildings.

Exempts peace officers, peace officers from other states/federal government on official duty, persons summoned to assist officers, licensed concealed carry permit holders with permission from Chief Sergeants at Arms, and persons with special permission from Chief Sergeants at Arms.

Adds conviction of carrying a loaded firearm in these restricted locations to the list of misdemeanor offenses that trigger a 10-year firearm prohibition under Penal Code Section 12021.

Adds coordination provisions with Senate Bill 1062 regarding amendments to Section 12021 and declares no state reimbursement required for local agencies.
