Establishes the State Capitol Sustainability Task Force composed of six members appointed by the Speaker of the Assembly (2), Senate Committee on Rules (2), Governor (1), and Lieutenant Governor (1)

Task force shall coordinate and complete a State Capitol Sustainability Initiative covering the State Capitol Building, Legislative Office Building, and State Capitol Park grounds

Task force duties include joining the California Climate Action Registry, benchmarking energy and water use, improving vehicle fuel economy, increasing waste diversion and recycling, investing in energy efficiency and water conservation, and promoting green purchasing

Directs task force to pursue renewable energy sources such as photovoltaic technology, seek LEED or ENERGY STAR ratings, develop environmental education materials for Capitol visitors, and finalize the Capitol Park Master Plan with improved bicycle access

Authorizes partnerships with utility companies, water districts, labor organizations, environmental groups, and private industry to develop green demonstration projects at the Capitol
