Requires appointed or ex officio officers to vacate their office if they are listed in the federal Excluded Parties List System (debarred, suspended, disqualified, or excluded from federal covered transactions)

Applies only to offices on governing boards of local agencies that are or may reasonably be expected to participate in federally covered transactions

Does not apply to elective offices or if a federal agency head has granted a written exception permitting participation in a covered transaction

Requires local agencies to notify the officer or body authorized to fill vacancies when an officer vacates under these federal debarment provisions

Defines "local agency" to include counties, cities, school districts, municipal corporations, districts, and their boards or commissions
