Requires all state public buildings funded from the General Fund to achieve energy and water consumption reductions on a compliance schedule: 15% energy and 10% water by January 1, 2015; 30% energy and 20% water by January 1, 2020; and 60% energy and 30% water by January 1, 2025.

Mandates all newly constructed public buildings achieve net zero energy consumption or grid neutrality on or after January 1, 2030.

Requires each public entity operating a public building to submit a certified onsite assessment of energy and water consumption levels to the Department of General Services by January 1, 2013.

Mandates public entities adopt and implement processes from the Green Building Action Plan and employ retro-commissioning or continual analysis of building improvements on a five-year schedule.

Requires the Department of General Services to annually report to the Legislature and Governor on progress toward achieving the energy consumption and water use reduction targets.
