Eliminates filing fees charged by superior court clerks for judgment entry related to organic product civil penalties.

Maintains existing civil penalty amounts of up to $5,000 per violation, or up to $2,500 for unintentional violations, under the California Organic Products Act of 2003.

Requires the Secretary of Food and Agriculture to maintain and publicly provide a list of all civil penalties levied by the state and county commissioners within the past five years.
