Requires the California Small Business Board to prioritize reviewing state licensing and permitting regulations and their impact on small businesses, with special focus on regulatory barriers to startups, until January 1, 2013.

Mandates the board submit findings and recommendations reports to the Governor, Small Business Advocate, and Legislature on July 1, 2011, July 1, 2012, and December 31, 2012.

Requires all state agencies to cooperate with the board's regulatory review and respond to board inquiries in a timely manner.

Board must conduct this review within existing resources as part of regularly scheduled quarterly meetings and provide recommendations sufficient to guide concrete regulatory streamlining without diminishing employee rights and health and safety protections.
