Requires county welfare departments or the State Department of Social Services to request free annual consumer credit disclosures on behalf of foster youth when they reach age 16 to detect potential identity theft

Authorizes referral of suspected identity theft cases to governmental agencies or nonprofit organizations that provide victim assistance services, which may take remedial actions to clear the youth's credit record

Directs the Office of Privacy Protection to develop a list of eligible governmental agencies and nonprofit organizations for identity theft victim assistance, in consultation with the State Department of Social Services, County Welfare Directors Association, and other stakeholders

Permits the State Department of Social Services to submit consumer disclosure requests using batch processes on a quarterly or semiannual basis rather than individual manual requests for efficiency

Limits county and state obligations to making only one consumer disclosure request per youth and referring the matter to an appropriate agency; does not require additional remedial steps beyond the referral
