Exempts out-of-state health care practitioners from California licensure requirements through January 1, 2014, if they provide free services to uninsured or underinsured persons at sponsored events (not exceeding 10 calendar days) through registered nonprofit or community-based organizations.

Requires exempt practitioners to obtain prior authorization from the applicable healing arts board, submit valid out-of-state licenses and photo identification, pay a board-determined fee, and comply with all applicable practice requirements.

Mandates boards notify sponsoring entities within 20 calendar days whether authorization is approved or denied, with boards authorized to deny authorization for non-compliance or grounds that would disqualify licensure.

Requires sponsoring entities to register with applicable boards, provide information to county health departments, file reports within 15 days of providing services, and maintain practitioner records for five years.

Prohibits liability insurance contracts issued, amended, or renewed on or after January 1, 2011, from excluding coverage for compliant practitioners or sponsoring entities providing care under these provisions.
