Authorizes parties to a registered domestic partnership who are also married to one another to petition the court to dissolve both their domestic partnership and marriage status in a single proceeding, with the form prescribed by the Judicial Council.

Requires the Judicial Council to prescribe the form for simultaneous dissolution of domestic partnership and marriage.

Specifies that court jurisdiction over marriage status includes out-of-state same-sex marriages contracted on or after November 5, 2008.

Maintains existing procedures for terminating domestic partnerships without court proceedings when specific conditions are met, including no children, partnership duration under five years, and limited assets and debts.
