Requires regional centers to ensure all decisions regarding purchase and provision of services in individual program plans (IPPs) and individualized family service plans (IFSPs) are made according to procedures in Sections 4646, 4646.5, and Government Code Section 95020.

Establishes that regional centers must follow an internal process during development, scheduled review, or modification of IPPs or IFSPs that ensures compliance with federal and state law and considers generic services, other funding sources, and family responsibilities.

Clarifies that procedural requirements apply only to decisions made under Chapter 9 of the Fourth Extraordinary Session of the Statutes of 2009 and do not modify substantive requirements or other provisions outside that chapter.

Requires regional centers to conform with their approved purchase of service policies, utilize generic services when appropriate, and consider the consumer's extraordinary care needs and access to timely services.
