Extends California Civil Code Section 51.7 protections to homeless persons, establishing their right to be free from violence or intimidation based on their homeless status.

Defines "homeless person" as someone without fixed, regular, and adequate nighttime residence, including those in shelters, transitional housing, institutions, or buildings not ordinarily used for sleeping.

Prohibits requiring individuals to waive legal rights, remedies, or the ability to file complaints as a condition of entering contracts for goods or services, effective January 1, 2011.

Specifies that property owners' existing legal duties to protect homeless persons from violence remain unchanged by this legislation.

Requires any waiver of legal rights under this section to be knowing, voluntary, written, and not made as a contract condition; waivers made as contract conditions are deemed unenforceable.
