Moves the Office of Small Business Advocate from the Office of Planning and Research to the Business, Transportation and Housing Agency.

Requires a representative of the Office of Small Business Advocate to serve on the California Small Business Development Board.

Establishes the Director of the Office of Small Business Advocate as the California Small Business Advocate, appointed by and serving at the pleasure of the Governor.

Mandates the Advocate to serve as principal state advocate for small businesses, including participation in legislation review, regulation analysis, complaint response, and disaster preparedness assistance.

Requires the Advocate to issue biennial reports evaluating state agency efforts to assist minority and small business enterprises, and conduct public meetings on small business disaster preparedness every two years.
