Requires the Legislative Analyst to examine California's "three strikes" sentencing statutes and report findings to the Legislature by January 1, 2012.

Report must analyze fiscal costs, public safety impacts, benefits, and repercussions of the three strikes law, including crime reduction attribution and costs of mandatory incarceration.

Directs the Judicial Council, Attorney General, and University of California (upon Board of Regents approval) to assist the Legislative Analyst in conducting the study.

Requires assessment of victim costs, state and local government expenses, and implementation practices across representative urban, rural, and mixed county jurisdictions.

Study must utilize existing resources of participating agencies and examine costs related to aging inmate population and federal court interventions in the prison system.
