Establishes that organizations issuing senior designations must be accredited by recognized agencies, require minimum 75 hours of study covering aging, healthcare, long-term care, financial planning, investments, estate planning, and ethics, and maintain discipline procedures for unethical conduct.

Prohibits organizations issuing designations from directly or indirectly selling insurance or receiving compensation from insurance sales, and requires them to maintain codes of ethics consistent with existing insurance designations.

Defines senior designations as titles containing words like "senior," "Medicare," "retire," "elder," or "gerontology" combined with professional descriptors, with limited exemptions for government employees and nonprofit counseling organizations.

Authorizes the Insurance Commissioner to deny, rescind, or maintain a published list of approved senior designations, and establishes violations as grounds for license suspension, revocation, cease and desist orders, and monetary penalties.
