Requires the Superintendent of Public Instruction to prepare a report identifying options for reducing administrative and legal costs borne by local educational agencies and parents from special education disputes and litigation.

Report must include protections for pupils under state and federal law, regulations and practices that may reduce litigation frequency, current costs of special education litigation, and recommendations to improve individualized education program development and administration.

Superintendent must submit an interim report to the Legislature by July 1, 2011, and a final report to the Legislature and Governor by December 1, 2011.

Superintendent shall consult with the Secretary for Education, state board, Department of Finance, local educational agencies, educators, parents, advocates, and other appropriate entities in preparing the report.

Provisions are repealed on December 1, 2015.
