Requires state agencies generating electricity from facilities operating under feed-in tariffs to count total annual kilowatthours exported to the grid when determining achievement of established policy goals and objectives.

Expands California Solar Initiative incentives for eligible state solar energy systems from 1 megawatt to up to 5 megawatts of alternating current through January 1, 2013.

Limits aggregate monetary incentives for eligible state solar energy systems to 26 megawatts of alternating current.

Defines "eligible state solar energy system" as solar systems owned, operated by, or on property controlled by state agencies that are eligible renewable resources and sized to generate electricity for on-site use without third-party sales.

Section 2 (solar incentive provisions) expires January 1, 2013, unless extended by subsequent legislation enacted before that date.
