Specifies that entrance into on-the-job training through an apprenticeship program approved by the Division of Apprenticeship Standards shall be considered placement into a job

Requires the State Workforce Investment Board and local boards to ensure that programs and services funded by the Workforce Investment Act and directed to apprenticeable occupations, including preapprenticeship training, coordinate with approved apprenticeship programs when available in the geographic area

Establishes legislative intent for California to deliver comprehensive workforce services through one-stop career centers that provide outreach, job search assistance, career counseling, labor market information, and other core services to jobseekers, students, and employers

Requires each local workforce investment board to establish at least one full service one-stop career center in their local workforce investment area with specified partner entities

Provides for reimbursement to local agencies and school districts for any costs mandated by the state as determined by the Commission on State Mandates
