Authorizes the City and County of San Francisco to use an automated traffic enforcement system to enforce prohibited right-turn violations from Market Street onto the Central Freeway at the intersection of Market Street and Octavia Boulevard, if the system meets existing requirements under Section 21455.5.

Requires a 60-day pre-implementation period to count right-turn violations and collisions without collecting personally identifiable information, followed by a 30-day warning period before enforcement begins.

Mandates the City and County compile and report data to the Senate Committee on Transportation and Housing and Assembly Committee on Transportation, including monthly violation and collision counts, statistical analysis, and comparison with other intersections through December 31, 2012.

Sunsets this authority on January 1, 2013, unless the Legislature extends the date prior to that date.

Declares this special legislation necessary because unique circumstances in San Francisco make a general statute inapplicable.
