Prohibits transfer of title or possession of cigarettes or tobacco products without consideration (gifting) if products were purchased for resale under a license and the transfer occurs while the license is suspended or after revocation.

Requires retailers whose licenses have been suspended or revoked to post conspicuous notices at public entrances and point-of-sale locations for the duration of suspension or 30 days after revocation, with violations subject to $1,000 civil penalty.

Establishes civil penalty of $1,000 for each offense of displaying cigarettes or tobacco products for sale after receiving notice of license suspension or revocation.

Expands manufacturer and importer licensing requirements to include consent to California court jurisdiction, appointment of registered agents for service of process, and waiver of sovereign immunity or posting of surety bonds ($50,000 or greater).

Enhances enforcement provisions including requirement for board to notify licensed distributors and wholesalers within 48 hours of any suspension or revocation, and authorizes seizure and forfeiture of cigarettes and tobacco products sold without valid license.
