Establishes the Office of Economic Development within the Governor's office, administered by a director appointed by the Governor and confirmed by the Senate, to serve as the lead entity for economic strategy and marketing of California for business development and investment

Creates the California Business Investment Services Program within the office to serve employers, corporate executives, and business owners considering California for investment and expansion, including convening strike teams on key business development situations

Moves the Office of Small Business Advocate from the Office of Planning and Research to the Office of Economic Development, maintaining its functions including advocacy on behalf of small businesses and issuing biennial reports on state agency assistance to small business enterprises

Requires the office to provide comprehensive business support services including economic data, workforce information, permit assistance, tax credit information, and a telephone line and website for business inquiries

Modifies the biennial California Economic Development Strategic Plan process to require submission of the California Economic Strategy Panel's report to both the Legislature and the Governor's Office of Economic Development
