Requires the State Administrator for Oil Spill Response to conduct an assessment of the S.S. Montebello wreck (an oil tanker sunk off Cambria, California in 1941) in consultation with NOAA and the U.S. Coast Guard to determine the likelihood of an oil release from the vessel.

Directs the administrator to request reimbursement from appropriate federal agencies for assessment costs if an imminent threat of oil release is determined to exist.

Requires the administrator to identify recommended monitoring methods and cost estimates if a non-imminent threat of oil release is found.

Authorizes expenditure of up to $400,000 from the Oil Spill Response Trust Fund to conduct the S.S. Montebello assessment, with the administrator to seek cost-sharing partnerships with NOAA and the U.S. Coast Guard.
