Authorizes the California Earthquake Authority to contract for the services of a chief mitigation officer, who must file financial disclosure statements with the Fair Political Practices Commission.

Requires the board to establish duties for the chief mitigation officer to support mitigation activities including seismic risk reduction programs, academic collaborations, financial assistance for retrofitting, and coordination with government entities.

Permits the authority to accept grants and gifts of property and services for the Earthquake Loss Mitigation Fund and residential retrofit program from federal, state, local, and private sources.

Declares that the bill furthers the purposes of the Political Reform Act of 1974 and requires no local agency or school district reimbursement under Article XIII B of the California Constitution.
