Requires the Department of Corrections and Rehabilitation to maintain a comprehensive pharmacy services program including a statewide pharmacy administration system and a multidisciplinary Pharmacy and Therapeutics Committee responsible for managing the department formulary and medication therapies.

Authorizes the department to operate a centralized pharmacy distribution center to package, label, and distribute medications to all correctional facilities with systems for quality control checks and barcode validation.

Mandates the department to establish a program for regular inspection of all state pharmacies to verify compliance with applicable laws, regulations, and standards, with documented corrective actions for any deficiencies.

Requires the department to report annually starting March 1, 2012, to specified legislative committees on pharmaceutical costs, progress toward operating a fully functioning centralized pharmacy distribution center, and cost savings achieved through improved efficiency.

Reporting requirement expires March 1, 2016.
