AB 2754 Summary

• Establishes the Planning and State Clearinghouse Unit within the Office of Planning and Research, headed by a Director who reports to the Director of State Planning and Research.

• Transfers statutory duties from the Office of Planning and Research to the new unit, including evaluating state plans for consistency with planning priorities and biannually reporting conflicts or omissions to the Governor and Legislature.

• Requires the unit to assist the State Air Resources Board in providing technical assistance to local governments developing sustainable communities strategies and to work with the Strategic Growth Council on sustainable community planning.

• Designates the Office of Planning and Research as the state's liaison with the United States Department of Defense to coordinate on defense-related activities, sustainability of military operations, and policies affecting Armed Forces members and families in California.

• Requires the Office of Planning and Research to submit recommended changes to environmental impact report submission guidelines to the Secretary of the Natural Resources Agency by August 31, 2011, and transfers Strategic Growth Council administration to the Office of Planning and Research.
