Requires electrical, gas, water, and telephone corporations with annual gross revenues exceeding $25,000,000 to submit annual plans for increasing procurement from women, minority, and disabled veteran-owned business enterprises in categories including renewable energy, wireless telecommunications, broadband, smart grid, and rail projects.

Mandates the Public Utilities Commission to adopt the Department of General Services' disabled veteran business enterprise certification eligibility requirements and prohibits the commission from recognizing disabled veteran enterprises not certified by that department.

Requires the commission's annual legislative report to include information about procurements made with women, minority, and disabled veteran business enterprises that have at least a majority of their workforce in California, to the extent information is readily accessible.

Ensures commission recommendations for programs and legislation regarding disabled veteran business enterprises are consistent with Department of General Services certification requirements and include only certified enterprises.

Establishes that corporations may consider measures such as timely payments, amended performance bond requirements, and financing arrangements to facilitate participation of women-owned, minority-owned, and disabled veteran-owned businesses in contract procurement.
