Revises State Geologist authority to contract with governmental and nongovernmental entities for funding services provided by the California Geological Survey, and defines "governmental entities" and "nongovernmental entities" for contracting purposes.

Repeals provision requiring the Attorney General to provide legal services for the Division of Oil, Gas, and Geothermal Resources.

Expands definition of "urban forestry" from trees only to include native or introduced trees and related vegetation in urban areas.

Authorizes the Department of Forestry and Fire Protection and other state agencies to loan equipment to support local tree maintenance and green waste utilization programs, provided such loans do not harm agency operations.
