Creates a Governance in the Public Interest Task Force within the State Bar by February 1, 2011, comprised of 11 members (7 attorneys and 3 public members) appointed by the State Bar President to submit recommendations every 3 years on protecting the public in attorney licensing and discipline.

Requires the State Bar to make employee classification, compensation by name, and compensation/benefits policies publicly available upon request starting February 1, 2011.

Allocates $10 of annual State Bar membership fees for legal services support through the Temporary Emergency Legal Services Voluntary Assistance Option until January 1, 2014, with members able to deduct this amount if they opt out.

Extends authorization for up to $10 additional annual membership fee increase for information technology system upgrades through January 1, 2014, and requires reporting to Judiciary Committees on April 1 of 2011 and the succeeding two years.

Changes annual membership fee payment deadline from March 1 to February 1 of each year for both active and inactive members.
