Requires court clerks to prepare and forward abstracts of conviction records to the Department of Motor Vehicles for persons convicted of driving a bus for a charter-party carrier without a current valid driver's license of proper class, passenger vehicle endorsement, or required certificate.

Replaces the term "chairman" with the gender-neutral term "chair" throughout various Public Resources Code sections governing state boards, commissions, and committees related to energy conservation, state parks, and state lands.

Repeals obsolete reporting provisions in the Public Utilities Code requiring the Secretary of the California Environmental Protection Agency to submit reports on cost-shifting strategies for electric utility ratepayers (reports were required prior to March 31, 1997, and annually from 1999-2001).

Makes conforming changes to Vehicle Code Section 1803 regarding the reporting of convictions to align with the charter-party carrier bus driver provisions.
