Amends Section 321.6 of the Public Utilities Code to require the Public Utilities Commission to develop, publish, and annually update a workplan describing scheduled ratemaking proceedings and decisions.

Requires the commission to produce an annual accounting of transactions, proceedings, and activities related to reducing energy costs and rates for agriculture and rural consumers.

Mandates the commission to create an annual report on the number of cases where resolution exceeded time periods in scoping memos and days commissioners presided in hearings.

Requires the commission president to appear annually before appropriate policy committees of the Senate and Assembly to report on the annual workplan and case resolution report.

Repeals Section 1701.6 of the Public Utilities Code and requires all reports submitted to the Governor and Legislature no later than February 1 each year.
