Prohibits the Department of Water Resources and State Water Resources Control Board from approving transfers of surface water or water rights from agricultural to municipal use for 20 years or more without a written evaluation of economic, social, and environmental effects on the service area.

Requires water users to prepare and submit an evaluation of transfer impacts before approval can be granted, with applicable agencies charging reasonable fees to cover review costs.

Prohibits replacement of transferred surface water with groundwater unless the groundwater basin is regularly monitored under Part 2.11 of Division 6 and managed according to an adopted groundwater management plan meeting Section 10753.7 requirements.

Authorizes the Department of Water Resources to charge water users reasonable fees to cover costs of groundwater monitoring and management implementation, including any monitoring functions performed by the department.
