Authorizes the State Department of Health Care Services to obtain and use individually identifiable workers' compensation information from the Division of Workers' Compensation to recover Medi-Cal costs for injured workers' treatment that should have been paid by employers and insurance carriers.

Requires the Department of Industrial Relations to furnish this information to the State Department of Health Care Services and permits sharing with designated agents, with restrictions preventing disclosure for other purposes.

Authorizes the Administrative Director to adopt regulations governing access to individually identifiable information by the State Department of Health Care Services and its agents.

Creates two versions of Labor Code Section 138.7: one effective until January 1, 2017 (including the Medi-Cal recovery provisions) and a second version taking effect January 1, 2017 (without those provisions), allowing the authority to sunset unless extended by later legislation.

Declares the act an urgency statute taking effect immediately upon approval to enable early state recovery of Medi-Cal costs through information sharing.
