Requires licensing boards in the Department of Consumer Affairs to consult with both the Department of Veterans Affairs and the Military Department before adopting rules evaluating military service education, training, and experience.

Mandates that boards establish methods for evaluating armed services credentials and specify how this experience can satisfy licensure requirements for regulated professions and occupations.

Affirms state policy that individuals with military skills and experience should be able to apply their learning toward employment in California at the highest appropriate responsibility level.

Requires boards to perform these duties within existing budgetary resources without additional funding.
