AB 2791 Summary

• Creates the California Emergency Management Agency to consolidate emergency management functions previously scattered across the Office of Emergency Services and Office of Homeland Security.

• Requires the new agency to submit biennial reports to the Legislature beginning July 1, 2011, describing program progress, grant allocations, identified gaps, and strategies for improvement.

• Establishes a Curriculum Development Advisory Committee appointed by the Secretary of Emergency Management to recommend terrorism awareness curriculum and response training for first responders.

• Makes conforming changes throughout California law to replace all references to the "Office of Emergency Services" or "Director of Emergency Services" with "California Emergency Management Agency" or "Secretary of Emergency Management."

• Eliminates several reporting requirements and advisory committees, including requirements for the Seismic Safety Commission to establish an urban search and rescue advisory committee.
