Removes requirement that horse racing law support California fairs from the stated legislative intent.

Modifies license conditions to require they serve "the best interests of horse racing" in addition to purposes of the Horse Racing Law.

Extends repeal date of thoroughbred racing national marketing program funding requirement from January 1, 2011 to January 1, 2014.

Redefines "eligible thoroughbred stallion" to require continuous presence in California during stud season and conception year (for stallions standing at stud and foals conceived on or after January 1, 2010), and requires both stallion and stallion owner registration with official registering agency.

Modifies "stallion owner" definition to mean the person owning the stallion on December 31 of each year the stallion stands at stud in California for foals conceived in that year with eligible earnings (applies to stallions at stud and foals conceived on or after January 1, 2010).
