Authorizes the Department of Alcoholic Beverage Control to issue club licenses to nonprofit lawn bowls clubs that do not discriminate or restrict membership based on age or protected characteristics.

Permits licensed alcohol manufacturers, winegrowers, and related industry officials to serve on the board of trustees of nonprofit theater companies operating in Napa County or the City of Livermore.

Limits patronage capacity for fully enclosed venues in Los Angeles County where alcohol manufacturers may purchase advertising space to at least 2,000 but not more than 3,000 (previously allowed capacity over 2,000).

Establishes conditions for advertising purchases by alcohol manufacturers at qualifying venues, including requirements that on-sale retailers must carry competing brands and restrictions on spending for products from advertising manufacturers.

Creates misdemeanor penalties for coercion related to contractual obligations for advertising purchases and for retailers who solicit wholesalers to coerce manufacturers into advertising purchases.
