Defines "divestiture of power" as the termination of a special district's power and authority to provide particular functions or services within all or part of its jurisdictional boundaries.

Authorizes local agency formation commissions to initiate proceedings for consolidation, dissolution, formation, merger, or reorganization of districts by resolution of application.

Requires the executive officer of independent special district selection committees to call meetings when anticipating a vacancy within 90 days, and defines "executive officer" as the commission's executive officer or designee.

Changes newly incorporated city council member terms so the 2 members receiving the lowest votes serve until the first municipal election and the 3 receiving highest votes serve until the second election, reversing the prior allocation.

Extends the property tax revenue negotiation period from 60 to 90 days when a local agency involved provides written notice to other agencies, the county auditor, and the local agency formation commission.
