Authorizes the California Earthquake Authority to establish a program to access and dispense federal stimulus dollars for retrofitting multiunit, soft-story buildings

Limits funding to jurisdictions that have adopted ordinances mandating retrofits of at-risk structures by 2040 or earlier and establishing streamlined permit procedures

Restricts grants or loans to large wood-framed, soft-story buildings with three or more stories and five or more residential units, prioritized by greatest risk mitigation at lowest cost

Prohibits use of funds for functional or aesthetic improvements; only seismic retrofit and mandated upgrades are eligible

Program would be administered by the California Earthquake Authority using only federal stimulus funds
