AB 300 Summary

• Requires public water systems to review and approve water savings projections from voluntary demand management measures (water conservation methods) for residential subdivisions of more than 500 units until January 1, 2017.

• Allows project applicants to enter into agreements with water systems to deposit funds into a Voluntary Water Demand Mitigation Fund to offset water demand impacts, with at least 40% of funds directed to disadvantaged communities.

• Requires water systems to include covenants running with the land that obligate property owners to maintain agreed-upon water conservation measures, with builders providing maintenance manuals to purchasers before escrow closes.

• Mandates water systems report within their urban water management plans on monitoring and compliance of voluntary conservation measures five years after project completion to verify projected water savings were achieved.

• Exempts previously developed urban sites and projects exclusively for very low and low-income households from these water supply verification requirements.
