Santa Monica Mountains Conservancy must complete a feasibility study by June 30, 2012 for Los Angeles River parkway projects in and adjacent to Los Angeles State Historic Park (32 acres) and Rio de Los Angeles State Park Bowtie Parcel (18.6 acres)

Study must include objectives for extending regional wildlife linkages, exploring river recreational activities, riparian habitat conservation, water quality improvements, and analyzing connections between Central High School #13 and the Bowtie Parcel

Study must analyze potential for linking parks and local schools through trails, bikeways, nature kiosks, and user access points, and identify real property with development potential for recreational and habitat purposes

Conservancy shall develop study with community input and request voluntary cooperation from other governmental authorities with jurisdiction over the parks; must use existing budget resources and may use funds from private and nonprofit sources

Bill declared an urgency statute to take effect immediately to determine feasibility of park projects for environmental protection from flooding
