Requires the investigative support unit to provide law enforcement agencies, within 2 hours of a reported stranger child abduction, a list of registered sex offenders based on method of operation or geographical location of the abduction.

Mandates the Department of Justice make the Commission on Peace Officer Standards and Training's "Guidelines For Handling Missing Persons Investigations" accessible to law enforcement agencies via bulletin and the California Law Enforcement Web.

Requires all law enforcement agencies to adopt by January 1, 2012: a checklist for missing person investigation guidelines, a policy on missing persons investigations consistent with state and federal law, and use of the department's missing person reporting form.

Directs the Commission on Peace Officer Standards and Training to update missing persons investigation guidelines with information on initial response procedures and availability of department task forces and regional teams.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code provisions.
