Requires law enforcement agencies to report missing persons under 21 years of age or at-risk persons to the Department of Justice within 2 hours of receiving the report for inclusion in the Violent Crime Information Center and National Crime Information Center databases.

Mandates the Violent Crime Information Center make missing and unidentified persons information accessible to the National Missing and Unidentified Persons System in formats approved by the center to assist in locating missing persons.

Requires the center to obtain authorization from the reporting agency or reporting party before transmitting or sharing information to the National Missing and Unidentified Persons System.

Allows local agency governing bodies to adopt a resolution to make the reporting requirements inoperative for their police or sheriff's departments.

Provisions become operative on January 1, 2012.
