Declares legislative intent that the California Interscholastic Federation (CIF) comply with the California Public Records Act and be afforded the same public records disclosure exemptions as school districts to protect confidential pupil and personnel information.

Requires all CIF league, section, and state meetings be subject to the Ralph M. Brown Act's notice and hearing requirements.

Mandates CIF report to the Legislature and Governor by January 1, 2010, on governance structure, coaching quality, gender equity, health and safety, economic viability, and Title IX compliance.

Establishes requirement for CIF to hold public comment periods at regularly scheduled federation council meetings annually and require sections to allow public comment at each section meeting.

Section becomes inoperative on January 1, 2012, unless extended by later enacted statute.
