Authorizes the California Transportation Commission to relinquish portions of State Highway Route 19 to the Cities of Bellflower, Downey, Pico Rivera, and Lakewood under a cooperative agreement with the Department of Transportation.

Specifies the geographic boundaries of Route 19 relinquishment for each city, including the portion within Lakewood's city limits or sphere of influence.

Establishes that relinquished highway portions cease to be state highways upon county recorder recording of the relinquishment resolution.

Prohibits the Route 19 portion relinquished to Lakewood from future adoption as a state highway and requires the city to maintain traffic flow continuity and directional signage for Route 19.
