Permits community college districts to elect to provide unemployment disability insurance coverage to employees covered by collective bargaining agreements, with approval from the director.

Allows community college districts to separately elect coverage for management, confidential, and non-bargaining unit employees without making such coverage contingent on covering other employees.

Enables community college districts to elect coverage for permanent, part-time, or temporary academic employees (including faculty and instructors) independently without contingency on covering other academic employees.

Coverage elections become effective upon director approval, and covered employees' services constitute employment subject to disability insurance provisions.

Makes a continual appropriation by expanding the pool of contributors and beneficiaries for the unemployment disability compensation fund.
