Imposes a supplemental fee of $300 on commercial lobster permits, in addition to the base $265 permit fee, effective April 1, 2011 through March 31, 2016, known as the Lobster Management Enhancement Supplement.

Creates the Lobster Management Enhancement Account in the Fish and Game Preservation Fund to receive supplement revenues and interest, which the department must expend exclusively on projects and programs to improve lobster sustainability and management.

Establishes a 5-member Lobster Management Enhancement Advisory Committee required to meet at least once annually to recommend projects, programs, and budgets for account expenditures, with priorities developed per California's fishery management standards.

Limits department administrative overhead and costs to no more than 24 percent of annual collections from the account.

All lobster management enhancement provisions become inoperative on March 31, 2016 and are repealed on January 1, 2017, unless extended by later legislation.
