Makes it unlawful for any person to develop, produce, or manufacture articles or products using stolen or misappropriated property, including unlicensed computer software, when competing with lawfully developed products.

Classifies violations as unfair competition under existing law, with each article or product constituting a separate violation.

Subjects violators to existing criminal penalties and civil remedies for unfair competition, including injunctive relief and damages available under Section 17070.

Authorizes the Attorney General to bring actions for injunction and damages in addition to other persons authorized under existing law.

Declares the act an urgency statute effective immediately to address the problem of stolen or misappropriated property being used in production of goods and services.
