Requires the office of the State Chief Information Officer to develop and implement a public education campaign on appropriate and inappropriate uses of the 911 emergency telephone system

Campaign may include education programs to help the public distinguish emergencies from non-emergencies, understand alternatives like 211 and 311, and know what information to provide when calling 911

Authorizes education programs targeting school-age children on proper 911 use and programs addressing challenges of wireless 911 calls, including the need for callers to provide location information

Designates campaign costs as administrative expenses under Revenue and Taxation Code Section 41136 if directly related to the 911 system, subject to legislative appropriation
