Removes the 25-person limit on California Earthquake Authority employees subject to civil service provisions, allowing the authority to hire an unlimited number of civil service staff.

Authorizes the authority to contract for the services of a chief mitigation officer in addition to existing contracted positions (chief executive officer, chief financial officer, and operations manager).

Establishes the chief mitigation officer's responsibilities to support seismic risk mitigation programs, including collaborations with academic and nonprofit entities, financial assistance programs for earthquake retrofitting, and coordination with government agencies.

Requires the chief mitigation officer, along with board members and other senior officials, to file financial disclosure statements and comply with post-employment restrictions, including a one-year ban on employment with entities that had contracts with the authority.
