Authorizes the cost of a program site supervisor to be counted as direct services for state funding purposes, provided the supervisor spends at least 85% of their time at the program site.

Maintains existing requirement that program participants allocate no less than 85% of state funding to schoolsites for direct services to pupils.

Limits administrative costs to 15% of state program funding received and allows administrative costs to include indirect costs up to either the school district's approved indirect cost rate or 5% of state funding, whichever is less.

Applies to the After School Education and Safety Program serving kindergarten and grades 1-9 at public elementary, middle, junior high, and charter schools.
